- Airport slot allocation: mitigating the issue of blocking

Zografos Abstract: Outside of the US, demand by airlines to use congested airport is managed through the allocation of time slots under an administrative scheme called the IATA Worldwide Slot Guidelines. According to this scheme, slots are allocated over a six month scheduling season, and requests for slots are typically made and allocated in series: that is, an airline requests a set of slots for the same time of the day and (usually) the same day of the week. This allows airlines to creates consistent schedules, but has the downside that the allocation of slots to one series may block the allocation of slots to another series, even if the days to which the series apply do not coincide.
In this work we investigate ways of mitigating against the issue of blocking.
We first introduce a new optimization model that allows the scheduling of requests for series of slots with some flexibility while maintaining a given level of schedule regularity. This model works by segmenting the scheduling season into shorter subperiods, and allowing the allocation of different slots to a request in different subperiods.
We also investigate a strategy that reduces the effect of blocking by increasing parametrically the length of the period defining a series a slots. Increasing this parameter means that fewer requests qualify for being allocated slots in series which could potentially reduce the amount of displacement.
We test both of these strategies using real slot request data from a congested airport and in particular study their performance in terms of their effect on slot scheduling efficiency and schedule regularity.
